PetroCaribe allocates $2b to JEEP/JSIF

Client Relations Manager at the PDF Shakierah Cowan made the disclosure at a recent Jamaica Information Service (JIS) ‘Think Tank’.

She said Government gave the PDF permission in February 2012 to provide financial support to those and other social programmes through the Jamaica Emergency Employment Programme (JEEP).

JEEP, in partnership with Food for the Poor, has contributed several million dollars toward the building out of wooden house projects, which is a special focus of the PDF to provide housing units to the most disadvantaged members of the Jamaican society.

“We have delivered approximately 3,000 housing units through Food for the Poor and the JEEP Programme at an approximate cost of $800 million to date,” Cowan said.

JEEP is an initiative of the Government, which was developed to provide short term employment, especially for Jamaicans at the lower socio-economic level, as an emergency response to assist in getting them working again.

Cowan told JIS that significant support has also been given to the Jamaica Social Investment Fund (JSIF) to carry out its poverty reduction strategies.

Established in 1996 as a component of the Government’s national poverty alleviation strategy, the JSIF was designed primarily to channel resources to small-scale community based projects.

Cowan said $900 million has been disbursed over the last two financial years through JSIF to replace pit latrines in Primary and All-age schools with flush toilets.

“This is a very good example of inter-agency partnership, as it’s not just the PDF and JSIF, but also involves the Ministry of Education. So, the sanitation programme is focussed on the primary and all-age schools islandwide. We are closely aligned to the policy of the Ministry in ensuring that public [learning] institutions that are to serve Jamaicans are at a certain minimum standard,” she noted.

Cowan said it is important that the PDF approaches projects it funds in a very targeted way, as the resources available are not infinite.
